Totò is found as an orphan in the Milan suburbs and raised by Signora Lolotta. After her death, the boy is sent to an orphanage. When he is 18 years old, the good-natured but somewhat naive Totò tries to find work, but does not succeed. Soon he ends up back on the outskirts of town among the homeless, where he makes lots of friends because of his kindness and positive attitude. The organizational talent finally fights successfully against the demolition of the neighborhood - all with the help of the residents and a magic dove sent to him by his late adoptive mother...
